Airport Security Called into Question After Death of 15-Year-Old Boy

Natural sound: Airport announcement.

Narrator: It  still remains a puzzle as to how a 15 year old boy managed to get into the wheel well of a commercial aircraft before it left Baku bound for Moscow. He teenager, somehow, passed through airport security. The body of the boy, identified as Ilgar Khudiyev of Zabrat settlement, fell from the plane in flight to Moscow on October 17th. His body was found in the Russian Domodedovo forest two days later.

Cross fade into funeral sound of people talking…..

Narrator: Speaking at her son’s funeral, his mother says she thinks someone abducted him.

“I also want to know who kidnapped my son and know his murderer “.

Narrator: Many of his other relatives, who attended his funeral, also believe the teenager was abducted. The greatest puzzle is he managed to get into the wheel well without being detected by security.

The father of the dead boy asked this question of Russian investigators who came to Baku

“The people from Moscow said they had never seen an airport with such a tight security system in all CIS countries. We were at the landing site and saw there were cameras at several spots. This kid could not have past through those”.

Narrator: According to Huseyngulu Khudiyev his son could not have gotten on the plane on his own.

“The only way to pass through there is to bribe someone.”

Narrator: The Sabunchu district police station, which was first to receive the information about the missing boy, say they have no plans to begin a criminal investigation.

Vugar Aliyev, Speaker of the Prosecutor’s Office, noted that the investigation was not carried out in Azerbaijan, but at the place where the dead body was found, that is, by the prosecutor’s office of Moscow province.

The investigators who arrived from Moscow told the father of the dead boy that according to the forensic results Ilgar Khudiyev froze as a result of low pressure and low temperatures once the plane reached cruising altitude. They say when the plane was about to reach the Domodedovo airport the wheel well opened and Ilgar’s already dead body was smashed to pieces by falling onto the ground.

However:

“We were unable to determine the exact plane on which the dead boy flew”

Narrator: Press secretary of the Moscow Province Prosecutor’s Office, Yelena Rassokhina says that the Russian investigators didn’t investigate how he got to the airport:

“The  dead boy was a citizen of Azerbaijan and died in the aircraft of this country. Therefore, the Russian investigators didn’t look deeper into the details of this case. Their task was to identify the dead person and circumstances of his death and they managed to do this.”

Narrator: The head of the Press Service of “Azal”, a State Concern implementing administration of the airport, Maharram Safarli who didn’t want his voice recorded said that no internal investigation was undertaken and it remains unclear how Ilgar Khudiyev got to the wheel well.

In response to our  question «Can terrorists plant a bomb in the place easily past through by a 15 year old boy?  Maharram Safarli said this: “No, the security of the airport is very tight, the investigation of this fact is the responsibility of law-enforcement bodies. End of quote.

Adalat Aliyev, the former president of “Azal” State Concern says there is no way the teenager could have gotten on the plane without someone knowing about it.

“It is impossible to get to any part of the plane by passing through such a security system in the Baku airport. Everything is controlled and protected. If he managed it that means all the personnel must have known this”.

Narrator: Adalat Aliyev was also surprised that no internal investigation was undertaken in relation to such an emergency event at the State entity he once ran.

“All the aircrafts which were enroute on the 17th must be checked. Planes which flew to Domodedovo must be identified. Then people who serviced those flights need to be identified. The circle will narrow and you can check those people without even letting them know. This issue could be investigated if the Ministry of Internal Affairs and Ministry of National Security work in unison with airport employees....”

Narrator: Aliyev says an investigation needs to be conducted as soon as possible.
