CULLODEN, Jamaica — Donovan and Claudine Fraser's house is almost complete.

The two-room home has been squeezed into a patch of available land behind the house owned by Donovan Fraser's father. A small porch has been added to the front of the building, and the wooden siding has been painted an eye-catching shade of pink.
