Position Summary:

 

The Grants and Budget Officer plays a pivotal role in ensuring that ICFJ’s highly regarded, global programs achieve maximum impact. Leveraging a deep and nuanced understanding of federal grant requirements and regulations, the Officer will monitor and oversee compliance with state, federal and private grant requirements, as well as internal policies, while safeguarding the integrity of our financial operations. Collaborating closely with finance, program, and development teams, the Officer will provide strategic guidance on budget development for proposals, expenditure tracking, and compliance matters. The successful candidate will have a strong background in financial management, exceptional analytical skills, and a passion for promoting transparency and accountability within the organization.

Responsibilities include:

  • Monitor compliance with general and specific grant requirements contained in the federal and private grants awarded to the organization.
  • Assure timely and accurate grant on-boarding and closeout.
  • Assign finance officers for new grants and monitor roles.
  • Prepare timely and accurate grant financial reports.
  • Analyze financial data; monitor grant spending and keep senior leadership abreast of the grants’ financial status.
  • Research and provide clarification and technical expertise to staff regarding grant compliance, policies, and procedures.
  • Oversee the financial compliance of subgrants by performing risk assessments for potential grantees and sub-awardees, monitoring compliance with grant requirements, policies, and procedures, and performing site visits as needed for financial review.
  • Assist with all program and financial audits and financial reviews.
  • Assist with maintaining up-to-date financial policies, procedures, and templates.
  • Review award agreements, subawards, and non-standard contracts.
  • Develop tools and templates to ensure compliance with awards.
  • Develop new budgets and budget amendments for the New Initiatives department for proposal submission.
  • Conduct regular staff trainings to ensure grant compliance.
  • Other responsibilities as assigned.

  • Supervision and Administration: Ability to establish expectations and give clear directions to meet goals and objectives; motivate and engage employees through effective communication; assign, assess, and review work; coach, mentor and recommend staff training; evaluate performance.
  • Critical Thinking: Ability to analyze and interpret financial data; draw conclusions and assess impacts; make timely and appropriate recommendations.
  • Change Management: Ability to plan and implement change initiatives; support innovation and creativity by encouraging staff to accept and resolve challenges; remain flexible to meet constantly changing and sometimes challenging demands.
  • IT system skills: Ability to apply knowledge in Microsoft Office to create reports efficiently and accurately.
  • Communication: Ability to convey and/or consult on issues of a moderately complex nature in a clear, concise, and organized manner; establish effective working relationships that foster organizational success; modify delivery, language, or content to account for the characteristics and needs of the audience.
     

Your Qualifications:

  • Bachelor’s degree in business or finance
  • Minimum three years’ experience in U.S. federal grant compliance or single audit work
  • Proficiency with Federal regulations, i.e., OMB Circulars, 2 CFR 200, formerly A-110 (226), A-122, A-133
  • Knowledge of not-for-profit accounting standards 
  • Excellent organizational, interpersonal, and communication skills
  • Strong attention to detail and accuracy
  • Budgeting and analytical skills
  • Advanced/Intermediate knowledge of Microsoft Excel
  • Experience with an online budgeting tool is a plus
  • Ability to multitask and work in a fast-paced, deadline-driven environment
  • CPA and/or MBA/MPA is a plus
